i found the same picture on pixiv (submitted about a year ago) : http://www.pixiv.net/member_illust.php?mode=medium&illust_id=9878118
judging from both galleries i can tell the Japanese artist is more likely to be the one who drew that.
the person on dA seems to have stolen another piece.
